Vertical blinds are one of the shittiest designs to have been created.
Since living in an apartment, these have broken over and over again. Each single blind is connected to the track by the tiniest and weakest piece of plastic.
Smallest piece of plastic that breaks off
The blinds break on slightest use. Our cats go to the patio window to look through and these blinds just break down.
Before I knew how to fix them I collected the broken blinds in a corner. After a while the apartment management begun to tell everyone they must have presentable exterior appearance on their patios and windows - that includes fixing any broken blinds or get fined (adding another reason for NOT wanting to live in apartments anymore).
I went out looking for a solution.
I've found some people use paper clips, others use tape, and others staples.
After looking around I found a vertical blind vane repair saver kit to buy. I didn't know they existed. I went to Amazon and I got us a set of 24 for about $8. I bought them a couple of years ago and I continue to use them every other month. I almost have all the blinds attached with this repair kit.

You simply slide the repair part over the broke plastic blind with the hole showing through like in the 2 images below:

Then attach it back up to the vertical slide at the top. Sometimes you might have to squeeze the metal attachment with a pair of hand vice grips so it holds.
Attach it back to the track and you're done
Why don't they create the vertical blinds with these already built into the blinds themselves?
Anyway. We will not have vertical blinds in our house. But until then, we'll work on fixing the ones that break with this vertical blind repair kit.
